The Illinois Department of Transportation will be implementing a recertification program. Starting date of this program is still to be determined so the date listed below are subject to change.

Certifications will now expire every five years.

According to IDOT Guidelines, technicians with the following certificates will be required to recertify to their highest desired level in each category: the higher recertification courses will encompass material from the lower levels. (ie. HMA III will encompass material from HMA I and II)

Aggregates:1
  • Aggregate Technician
Asphalt:
  • Hot Mix Asphalt Level I
  • Hot Mix Asphalt Level II
  • Hot Mix Asphalt Level III
Concrete:
  • Portland Cement Concrete Level I2
  • Portland Cement Concrete Level II
  • Portland Cement Concrete Level III

There will be five phases of the re-certification process. Recertification dates will be based on the individual's highest level of certification. Dates are subject to change.


Phase 1
  • 2023-2024 Training Season will be limited to individuals with certification dates from 1992-1999.
  • These certificates will expire on December 31, 2024.
Phase 2
  • 2024-2025 Training Season will be limited to individuals with certification dates from 2000-2006.
  • These certificates will expire on December 31, 2025.
Phase 3
  • 2025-2026 Training Season will be limited to individuals with certification dates after 2007-2012.
  • These certificates will expire on December 31, 2026.
Phase 4
  • 2026-2027 Training Season will be limited to individuals with certification dates after 2013-2018.
  • These certificates will expire on December 31, 2027.
Phase 5
  • 2027-2028 Training Season will be limited to individuals with certification dates after 2019-2023.
  • These certificates will expire on December 31, 2028.

After the phasing process, certificates will expire five years from the date recertified.

ACI Concrete Field-Testing Technician, Grade 1

If Student B decides he does not want to recertify his PCC Level II certification, he will then recertify as a Level I Technician by keeping his ACI Concrete Field-Testing Technician Grade 1 certification current. If he did not recertify his ACI Certification by April 20, 2023, he must do so by December 2027 (as original PCC I certification date of 2018 falls in Phase 4) to keep his PCC I certification current. If he does not meet this deadline, he will be required to take the full CET-030, PCC Level I course again. (Please note that at the end of Phase 1, he will no longer be PCC Level II certified. That certificate will have expired.)

Note 1 - The Mixture Aggregate Technician Certification will not expire; however, the Mixture Aggregate Technician Upgrade certificate will, and those individuals will need to take the RCT 021 Course to renew their certificate.

Note 2 - The ACI Concrete Field-Testing Technician, Grade 1 certification will be the only requirement for individuals recertifying for PCC Level I. If this student fails to recertify ACI, they will then be required to retake the full PCC Level I course (CET-030). PCC Level II and Level III technicians will not be required to maintain their ACI certification as part of recertifying for IDOT.
